Conference Highlights – Summer 2025

This past summer, the DATA ALLY team has been on the move, sharing our latest research at several conferences. These events offered us the chance not only to present ongoing work, but also to exchange ideas, gather feedback, and connect with colleagues from across the field.

Here are some of the highlights from our experiences.

Iryna Susha

Data for Policy – The Hague, the Netherlands (June 12–13)
Iryna co-hosted a special track, Private Sector Data for Public Interest in the EU – Government-Business Data Relations. The track attracted many submissions and placed a strong spotlight on the topic of B2G data sharing.

EGPA Conference – Glasgow, Scotland (August 26–29)
She also presented her ongoing work as part of the Data Purchasing by Government project.

Sofie de Wilde de Ligny

IFIP EGOV Conference – Krems, Austria (September 1–4)
Sofie presented her current work on Legitimacy Tensions in Mobile Network Operator Data Sharing during the poster presentation. She also participated in the Junior Faculty School, where she deepened her knowledge of publishing research and career development.

Jaime Bernal

ICPP Conference – Chiang Mai, Thailand (July 2–4)
Jaime presented the paper From Data Sovereignty to Data Agency. This work explores the limitations of “sovereignty” as a framework for governing data in a globalized, AI-driven world. To address these limits, it introduces the concept of data agency, emphasizing the ability to use data for decision-making, autonomy, and collective benefit. The paper shifts the focus from control to use, highlighting how cultivating data agency strengthens societies’ capacity to act effectively and independently.

Data for Policy – The Hague, the Netherlands (June 12–13)
At this event, Jaime presented in Iryna’s track Private Sector Data for Public Interest in the EU – Government-Business Data Relations. His paper examined B2G data sharing in the frontrunner cases of Amsterdam and Barcelona applying discourse analysis to interviews and policy documents.
